apparent fix for duplicate suffix issue

it seems the there was an unannounced chagne to the blackfynn dataset
packages endpoint which caused the file 'filename' field to have
duplicate suffixes were it did not before, but at the same time caused
the 'name' field to have a single suffix, if I had to guess name is
now probably now being derived directly from the s3 key, but something
funky is still going on there, a spot check suggests that 'name' will
do what we want though

also fix case where rmeta doi might be None
