cgsnapshot: Replace hardcoded "tasks" file

Replace the hardcoded building of the tasks path in
cgsnapshot with a call to cgroup_build_tasks_procs_path().
By calling cgroup_build_tasks_procs_path(), cgsnapshot
now supports both cgroup v1 and cgroup v2.
