Pass jvm_options to scalastyle

- Pass jvm_options to scalastyle as a quick fix until a JVM subsystem is available.

We're in the final stages of merging our two repos, and we now have enough code subject to scalastyle in a single run that we noticed that it was using unbounded memory.

Testing Done:
validated that the nailgun'd process receives global jvm_options
