Commit Message

Add debugging for problem with invalidation and using stale report file in ivy resolve.

Testing Done:
CI is green at: https://travis-ci.org/pantsbuild/pants/builds/68728971

When run in our repo, it helped diagnose the issue reported in https://github.com/pantsbuild/pants/issues/1747

Previous error:
