Re-add support for reading from a local .m2 directory

This change re-enables the local .m2 directory in order to test local releases from pants and sbt. This means that `./pants publish.jar --local=~/.m2/repository` or `sbt publish-m2` should result in an immediately consumable artifact.

- Fix docs to account for the default/builtin `ivysettings.xml`
- Re-enable pants' own `ivysettings.xml` to allow reading from a local `.m2` directory

Testing Done:
consumed local sbt publishes and confirmed that existing artifacts are still resolvable
