[docs] Reordered and improved settings page

- moved after freeradius installation instructions
- added internal headings to improve subdivision

Before this change "Sending emails to users" was linked in the main menu
as if it was a dedicated page, while instead is a subsection of this document.
To fix that issue, other sub headings have been added.
