raise TaskError to exit non-zero if jar-tool fails

Currently even if jar-tool crashes, pants continues and exits 0, so scripts have no idea the bundle failed (though run_tracker actually knows the main workunit failed, and prints a nice, big, red "FAILURE", the exit code says otherwise).
