Fix deprecation warnings (mainly happening in python 3) (#24)

* Update setup.py
- remove pre-python2.7 shenaningans
- remove support for tox runner using setup.py
- add compatibility tags for newer pythons
- require at least 2.7

* Update test configuratio to use also python 3.7, 3.8

* Test python 3.4 too

* Fix invocation

* Try to get python 3.4 to build by not including the dist

* Simplify setup.py
