Fix deprecation warnings (mainly happening in python 3) (#24)

* Update setup.py
- remove pre-python2.7 shenaningans
- remove support for tox runner using setup.py
- add compatibility tags for newer pythons
- require at least 2.7

* Update test configuratio to use also python 3.7, 3.8
