Upstream analysis fix

This is just the analysis fix from [r/2155](https://rbcommons.com/s/twitter/r/2155/),
without the additional analysis checks (since they've probably outlived their
usefulness at this point anyway.)

- Creates contexts for all targets rather than just targets within a
  particular chunk. This makes analysis from previously compiled chunks
  (for the current language, at least) available to zinc.
- Adds debug logging when analysis is not provided to zinc for a
  particular dependency (which indicates a performance sink)
