Update panopticnet and fpn for future model export support (#352)

* Replaced TensorProduct layers with Conv layers. Added names to all layers

* Added support for lite feature pyramid networks, which use depthwise convs instead of convs during FPN construction

* Removed extraneous function from panopticnet.py

* Switched the upsampling layers to bilinear interpolation as opposed to nearest neighbor - required for models to be quantized

* Restore fpn semantic_upsample to the original function

* Check ndim before creating semantic head

* Added ability to change the interpolation mode of upsampling2d layers
