Restructure documentation and correct autodocs issues (#320)

* Pin sphinx version to support `ConvGRU` documentation.

* Update README and docs for `autodoc` support and better RTD integration.

* Only run docs tests for python 3.7.

* Move documentation dependences from requirements-test and have travis install `rtd-requirements.txt`.

* Update datasets with compatible docstrings and add `#:` before datasets to allow `autodoc` detection

* Update `intersphinx` to be based off of rtd_version for all related repositories.
