Upgrade to junit-runner 0.0.4.

This picks up an enhancement that allows for forking test output to the
console and files.

Testing Done:
Locally ran this green to exercise new tool resolve and un-skipped test:
```console
$ PANTS_DEV=1 ./pants test.junit --no-suppress tests/java/:: tests/python/pants_test/tasks/:junit_tests_integration
```
