Commit Message

Support subsystem registration in targets.

This will be used in a future change to allow ScalaLibrary to use a
ScalaPlatform subsystem, instead of reaching into config directly.

This change also allows registered "build file objects" to declare
subsystems, for completeness.

Testing Done:
CI waiting: https://travis-ci.org/pantsbuild/pants/builds/61662292

All tests pass locally.
