Commit Message

Add a version number to the export format and a page with some documentation for it.

This version number is intended to help facilitate being able to make changes to the export format and allowing tools to recognize a new format.  I envision that in the future, Pants will also be able to facilitate requests from a tool for a lower minor version to give tools a grace period to catch up with the latest changes in Pants.
