Added support for Events in skill responses and namespace updates (#3050)

* Added code to make events flow back to the bot rather than the channel when they come back from a skill.
Moved skill related classes to the Skills namespace.
Removed unused TurnState property from BotFrameworkAdapter.ProcessActivityAsync.
Added unit tests.

* Re-added setting callback in turnstate (it was breaking OAuth tests)

* Updated ISkillConversationIdFactory methods to be Async.
Added default SkillConversationFactory based on IStorage.
Removed parsing of conversationId code for OAuthPrompt and BFAdapter.GetSigninLink.

* Updated files after merging latest from master
Reorganized files to match namespaces.

* Updated client to just take a BotFrameworkSkill parameter

* Renamed parameter

* Made ChannelServiceException internal.
Made HttpHelper.ReadRequestAsync generic.
