Refactor of QnAMaker dialog (#3048)

* refactoring compiles

* snapshot

* Change to fix test issues and surface Top property

* merge with master (state changes)

* fix broken multi-turn based on feedback
rename Options to QnAMakerOptions

* made RunStep protected giving child classes ability to reset the waterfall step evaluation.
Changed QnAMakerDialog to use RunStep(0) instead of ReplaceDialog() which loses the dialog state
