Upgrade to TensorFlow >= 1.14.0 (#263)

* convert test_session to cached_session, and remove test_sessions from layer tests.

* use @keras_parameterized.run_all_keras_modes for all tests for layers, initializers, and callbacks.

* remove TensorFlow<1.10 check in applications tests.

* no need to check the version of ImageDataGenerator.

* remove python 3.5, add python 3.7, only test tf 1.14 and 1.15

* test eager mode for backbones and models

* edit README to show TF_VERSION=1.15.0

* update base image to 1.14.0

* update tensorflow to 1.14.0, numpy to at least 1.16.4, and keras-preprocessing to 1.1.0

* TimeDistributed RetinaMask fail v2 tests.

* remove keras-preprocessing entirely, as it is a dependency of tensorflow 1.14

* uncomment filter-detections accuracy test.
