* added a few scripts to switch between sfcWind and uas/vas

* corrections to follow CF Conventions and answer to other comments made on the previous version

* added hours to pint

* corrected a few bugs, cleaned up the 0 and 360_deg checks, and added a Pytest

* Added utils.py to docs

* Use bleedng edge black that has fewer bugs

* Added a note about the wind direction depending on its velocity
