Host NCBI gene info in LFS

Since Travis do not support FTP anymore (https://blog.travis-ci.com/2018-07-23-the-tale-of-ftp-at-travis-ci), we switched some time ago to a HTTP mirror provided by the Virginia Bioinformatics Institute. However, this mirror seems not to be available anylonger and I couldn't find another one online.

Therefore, host the file ourselves in git using LFS. This has the additional benefit of making the builds deterministic, since we don't need an updated gene_info file that often.
