Use keras-applications for backbones (#237)

* update get_backbone with keras-applications backbones

* add keras-applications to requirements.txt and to Travis

* Add tests for backbone_utils with parameterized backbones

* update first layer for resnetv2

* Utils object workaround for utils module differences

* pop alpha out of kwargs for mobilenets

* resnext and resnetv2 backbones seem to be problematic with py2, ignore from tests.
