Images: Add type check for upright dimensions

* This matches what happens on the JS side and eliminates a
  PHP notice. For the sake of clarity, made the check explicit
  in the JS code as well.

  Seen with the "[[File:Foo.jpg|frameless|upright=150px]]" snippet.

  There is a bug in the API version of SiteConfig which treats this
  upright option as a width option.
