Improved automated doc generation with sphinx (#209)

* Add sphinx and autodoc for automated doc generation for readthedocs

* Add docs with type information to all functions and classes.

* Add a dummy sphinx build to travis to ensure the doc generation works.

* Added intersphinx and connected to kiosk, numpy, and python docs

* updated readme to include how to cite and link to tf.keras

* Add option for linting documentation to pylint setup

* AnchorParameters.default are lists, shpinx could not parse them as np.arrays

* update docs, sphinx parses back ticks "`" so have to remove all of them.

* ignore a bunch of 3rd party classes.

* add coverage to extensions
