add import for traceback, and add test to exercise that code path, rm unsed kwargs

I've got a TODO to write some more test coverage for various publish paths to better cover the existing paths to catch regressions like this better.

Testing Done:
wrote a regression in test_jar_publish, fixed regression. ci baking https://travis-ci.org/pantsbuild/pants/builds/54957239
