Commit Message

Port scrooge/linter config to the options system

* Simplify the linter strictness flag with an advanced option
* Kill JavaThriftLibrary.Defaults in favor of passing the options object
* Add migrate_config.py entries
* Move the `gen` config dictionary to the options system
