Adapt janitor for new redis-queue paradigm (#15)

Updated janitor to read all processing queues looking for items that have not been updated in `STALE_TIME` seconds.  No longer check if pods exist, nor killing pods (though code remains).  Simpler to just make sure the queues are not stale and move the key back to the work queue instead.
