Redis wrapper class and redis queue for processing (#13)

* added RedisClient, a fault-tolerant redis wrapper.

* remove logging statements from get_api function

* disable useless-object-inheritance

* refactor `last_updated` to `updated_at` and ISO formatted timestamps

* update minimum coverage to 80% and 79 char max line length. PEP8.

* add QUEUE to the janitor

* `reset_redis_key` updates status to new, and lrems/lpushs the key back to the queue

* change timestamp to isoformat 8601 standard and use pytz to localize datetimes to UTC

* use python-dateutil to parse ISO format timestamps with timezone information

* update tests for pytz and ISO formats
