Update testing and linting. Add xdist and stats requirements
1. Makefile testing
  - clean_build on test
  - distributed testing of notebooks with pytest-xdist ext
  - flake8 now exits 0 always
2. setup.cfg testing update
  - pytest gives durations of long tests
  - flake8 max lines now 119
3. setup.py
  - pytest-xdist required for tests
4. requirements.txt
  - Statsmodels and other statistical modeling dev requirements added
5. logging
  - clean_logs added to Makefile
  - git-ignoring all logs/ directories
