`HaarSmoothTransformer` Fix. Test Notebooks with `nbval`. Fix notebooks
1. `HaarSmoothTransformer` now behaving as expected
2. Add `nbval` `pytest` extension
3. Makefile command for testing notebooks `test_notebooks`
  - and combo command `test_all`
4. All notebooks working
  - except self_attention_model_dev and statistical_model_dev (TODO)

TODO:
  - Integrate `nbval` test into CI/CD (avoiding long testing times)
  - Reduce number of notebooks
  - Reduce notebook runtime duration
  - Test `HaarSmoothTransformer`
