Feature allow admins to manage flights#165171718 (#4)

* Adds functional tests for users flights

* Adds a flight model to be used for creating flights.

* Adds custom permission class to allow any user to view flights available
but to restrict creation, updating and deleting of flights to admins only

* Adds the flights api endpoint from where admins can
- Create new flights
- Update existing flights
- Delete flights.
Normal users can only view existing flights
