UserGuide: add planner-related command usage and description (#25)

We plan to introduce the following commands into PlanWithEase:
* `planner_add`: Add a module to the degree planner
* `planner_delete`: Delete a module from the degree planner
* `planner_move`: Move a module in the planner
* `planner_suggest`: Suggest available modules to take

Let's update the User Guide to include the usage of the above commands 
so that users know how to use the planner-related commands.
