CotE - Humble Magistrate (#2818)

* create the class for humble magistrate card

* added the new line at the end of the file for humble magistrate

* changed the class to use abilitydsl.js instead of passing the ability as a parameter in setupCardAbilities

* in the relative path to the abilitydsl file I had one too many dots

* added a small test for the card
