Add error message if malformed input file (json/yaml)


#1948 

* refactor convertYAMLtoJSON() from workflowClient to abstractEntryClient: renamed method fileToJSON()

* add method preValidateLaunchArguments() to check input file for syntax errors in json or yaml

* add catch ParserException if input file has invalid syntax, outputs new error message

* add tests for checking input file in both workflows and tools

* change IOException to catch silently, write to error.log and let existing error handling take precedence
