Test on all supported major Postgres versions

By adding a new stage and a script to configure each version. Also:

* Customize default build stage name.
* Use emoji in build stage names to help them pop.
* Test Postgres versions and coverage only on master.
* Print diagnostic with database server version in live engine tests.
* Add `LIVE_$ENGINE_REQUIRED` environment variable to testss. When set, the
  live engine test will fail if it can't connect, rather than skip tests. Use
  these variables to make sure all expected live engine tests run in the
  Coverage and Postgres stages.
