device: use per-action cancellable for activate_connection_async()

Due to a bug in libnm (rh #1642625), the cancellable for
activate_connection_async() must not be cancelled in the async callback
itself.

Instead of using the per-mainloop cancellable, use a separate
cancellable instance, and take care to drop it once the callback
completes.
