Added tests for custom layers (#123)

* ReflectionPadding layer should inherit from ZeroPadding and override call()

* refactor Resize to Resize2D as it only takes 2D data

* refactor Location to Location2D for consistency

* use conv_utils to normalize data_format for all layers

* Using amended tf.keras.testing_utils to enable custom_objects in layer_test

* using "ij" indexing for tf.meshgrid for expected output shape

* add tests for all layers.

* reduced coverage fail-under and added coverage to travis testing

* skip_connections test is too slow
