Enable to set smoothing parameters in all axes (#2073)

* sct_smooth_spinalcord: Accepting float and anisotropic smoothing

Fixes #2072 (unfinished)

* sct_maths: Clarified docstring

* sct_smooth_spinalcord: Removed system call

Replaced with sct_maths.main()
Also, set default smoothing to 0,0,3

* sct_smooth_spinalcord: Output straighten locally

Straightening transfo are now output in the local folder (as opposed to temp folder), so that caching of straightening procedure can be effective, i.e., if user re-run this function with the same image, it will NOT re-do straightning, saving time.

* sct_smooth_spinalcord: Cleanup

* sct_smooth_spinalcord: Fixed straightening path

* Update scripts/sct_smooth_spinalcord.py
