Add ability to mock the value of `Twitch.ext.features.isChatEnabled` (#159)

* Convert verbose snapshots into functional tests

The snapshots for ExtensionViewDialog were extremely verbose when
their main goal was to just make sure the view rendered properly.
Replaced them with checks for the correct div options being rendered.
Added a checkbox so developers can spoof the value of isChatEnabled
at the time of view creation.

* Allow feature flag spoofing during view creation
