QC squeezing (#136)

Add a setting to reduce pVCF size...

...by reporting only GT and DP FORMAT fields, with DP rounded down to a power of two, in cells derived from gVCF reference bands. Inspired by spVCF.

For now this is opt-in by command-line flag --squeeze, -S but in time we plan to enable it by default.
