<a href="https://github.com/wikimedia/parsoid/commit/f725f776d">html2wt: Additional fixes to the &lt;br/&gt; DOM handler

* When the &lt;br/&gt; is in a paragraph and is part of a P-P transition,
  we have to force additional newlines onto the separator constraints.

  In all other scenarios, the previous constraints can be carried
  forward without any changes.

* Did additional cleanup and made before/after handlers a bit more
  symmetrical.

* This eliminates semantic roundtrip failures on &#39;Keetmanshoop Airport&#39;.

* Updated the paragraph parser test to also test 5 newline separation.
