Make codegen helper functions into true module (#316)

* Move files used by templates/metadata into separate folder

* Mode folder a module

* Set up dependencies for new location

* Removed redundant parameter

* Use new location

* Test new module

Had to tell pytest to look at all *.py, not just test_*.py

* Update generated files

* More modularization of helper

* Function renamed

* We now need enums for building

* Fix spacing

* Remove comments that are no longer applicable
