Rearrange the sqlite_ecto_test.exs file to be more like Postgres test (#53)

* Move DDL tests to end of sqlite_ecto_test for consistency with Postgres test.

* Remove a few trivial diffs btw this test and Postgres test. Add comment saying we're trying to keep them in sync.

* Make most of the DDL tests match the corresponding Postgres tests.

* Comment out some tests that aren't behaving as intended now; I expect an upcoming commit to fix these issues.
