Add support for CSV of emails in the Add Note form

`GFCommon::send_email()` uses the `GFCommon::is_valid_email_list( $to
)` method to validate emails. It supports CSV emails. Then the method
uses `wp_mail()` to send the emails, which ALSO supports CSV emails.
