Scrub outside input through one helper (#3027)

Two pairs of helpers did the same job for values that can hold bytes
their encoding does not allow: Middleware::Base#try_scrub and
Validators::Base#scrub replaced them, and ParamsScope#blank_param? and
InsideRoute#blank_body? asked blank? without raising on one.

Grape::Util::Scrub now holds both: .scrub, and .blank?, which answers
what scrub(value).blank? does without building the scrubbed copy. The
two blank helpers, never released, are gone. try_scrub and scrub stay
for middleware and custom validators written against them, scrub being
listed among a custom validator's helpers in the README, and forward to
Scrub. The allow_blank and hash_elements validators, which scrubbed a
value only to ask blank? of it, ask Scrub.blank? instead.
