[query-test] Fix flaky TestQueryWithConsistentView

#### Type of change

- Test update

#### Description

- Wait for `processingSessions{session="transactions"}` to reach 0 after ending the three
  aggregated views and before creating the final view. That gauge is decremented only once
  the batcher has lost its last reference and been cancelled, so it is a sound signal that
  the batcher is retired and the final view will open a fresh transaction.
- Assert the gauge is 1 before ending the views, so the wait has to observe a 1 -> 0
  transition rather than passing on a value the gauge already held.
- Fixed in the test only; the asynchronous batcher release in `makeView` is left as is.
