fix(support-ai): don't show 'no sessions' for members who are active but send no telemetry

The device panel reads only client session_start telemetry. That telemetry
is an unauthenticated fire-and-forget /clientlog fetch, which ad/tracker
blockers eat and pre-clientlog app builds never send — so an active member
can legitimately have zero device sessions. User 44554593 had 928 api-source
lines in 7 days (last 7h before being looked up) and the panel said
'No device sessions found', which support read as 'inactive': false.

When no devices are found, /api/device-summary now falls back to the
member's newest source="api" Loki line (user_id is an indexed label, so
one cheap targeted lookup) and returns it as lastApiActivity, also feeding
the 'Last active' header. The panel then explains the situation ('active on
the server side Xh ago, but their device sends no telemetry') instead of
implying inactivity.
