Upgrade rust dep toml to 1.1 (#23571)

toml 1.x makes `FromStr for Value` parse a bare TOML value rather than a
document, so config parsing now goes through `Table`.

pants.toml now accepts TOML 1.1 syntax. Highlights include allowing
newlines and trailing commas in inline tables.

Note that the crate version 1.1 and syntax 1.1 are coincidental. We
supported syntax 1.0 on a non-stable library version (0.8) prior,
there's no anticipated semver breakage in this upgrade for users toml
files.
