ci(orb): retry docker-compose bringup to survive transient Docker Hub 429s

CI intermittently failed with an all-four-suites-false result and zero actual
test failures — the fail-fast signature of the docker-compose stack never
coming up. Root cause is documented in this orb's own mirror-setup step: on a
Katapult cloud instance the Docker Hub pull-through mirror (185.44.254.6:5000)
is sometimes not loaded by the running dockerd, so :latest image pulls (mjml,
percona, ...) hit Docker Hub's anonymous rate limit (toomanyrequests) and
`docker-compose up` fails, aborting the run before any suite writes output.
It is transient and per-instance: the same commit passes on a healthy instance
(master #9879 and #9882 both green on a53ab02e3).

Wrap both bringup phases in start-docker-services (and start-services) in a
3-attempt retry that reloads docker between tries to (re)load the mirror,
instead of failing the whole run on a single 429. No change when the up
succeeds first try.

Published as freegle/tests@1.1.362 and pinned in continue-config.yml.
