doc(web): mark Page's form and back actions as on their way out

Three members carry a @deprecated tag now, so editors strike through the call
sites and nobody adds new ones by accident:

- submit and cancel, because pages built on the form stack use the buttons
  that come with the form, which know whether submitting is possible at all.
- back, because pages carry breadcrumbs, so the way up is already there and
  named, and the browser covers going back one step.

Each one also explains itself where it is defined. The tag sits on the members
rather than on the components so that it reaches the pages using them.
