fix(bar): stop drawing finalized widgets and bars

Qtile._finalize_configurables() finalizes widgets before bars, so a
Bar._actual_draw() queued on the event loop before reload_config or
restart could run against dead widgets (drawer.ctx and layout are
None). Every restart then logged "error when calculating widget ...
length" and "Widget failed to draw" tracebacks.

Guard the draw/length boundary with the existing finalized state:

- _Widget.length returns 0 once the widget is finalized
- Bar._actual_draw() skips finalized widgets

Fixes #5960
